Blue Hypnea (Hypnea Pannosa) is a attractive blue macro algae used in the reef hobby to help control excessive nutrients.  This algae prefers strong lighting and is a slower grower compared to many other species.  To develop that beautiful blue coloration be sure to provide strong lightning otherwise it will be become more green.
